Scope Guy says: If you research Barksa online, you'll see various responses to your question. Although Barska is located in CA, all their scopes are produced in their plant in China. The quality isn't bad at all for the price. If you are expecting the same optics as a Nikon or Leupold, then you will probably be disappointed.
I've only owned 1 Barska so far, and I have nothing bad to say about it. I mounted it on an inexpensive Marlin .22 and it served it's purpose well. A number of fallen squirrels will attest to that. For the money I invested in it, I was pleased. Your mileage may vary.
