Scope Guy says: I own and have used both. Personally, I prefer the BSA line over the Tasco. The higher end BSA's, like the Sweet series and Tactical series, are excellent scopes for the money. I've got a Sweet 17 model on my 17 HMR and couldn't be happier. The price was good and I really like the BDC feature.
With that being said, BSA also produces some budget line models like the Huntsman and Catseye series. While I don't actually own either, I have had the chance to shoot using both. While they weren't bad, they weren't great either. I'd probably rate those as being average at best.
